Data follows the problem, not the other way around. Are you doing something because it is needed or because the data exists to do it?

  • May help to think not about “data” but about “information”: whatinformation do you need to solve your problem?

  • Who is the audience, and in what context will they look at the information? Will it be summarized across populations or geographies? Will it be used at the individual level for decision-making? A combination of the two?
